Shandong Academy of Agricultural Sciences is a comprehensive public welfare state agricultural research institution under the jurisdiction of the Shandong Provincial Government, and is the building unit of National Huanghuaihai Agricultural Science and Technology Innovation Centre and Shandong Agricultural Science and Technology Innovation Centre.
The history of scientific research of Shandong Academy of Agricultural Science dates back to 1903. In the autumn of 1946, the Communist Party of China established the Institute of Agricultural Experiments of Shandong Province in Jiunan County, an old revolutionary area. In 1948, it was located in Jinan and was given the functions of an agricultural research institute from the Kuomintang period. In 1950, the institute was renamed Shandong Agricultural Research Institute. In 1959, the institute was officially expanded to Shandong Academy of Agricultural Sciences.
The Academy is mainly engaged in basic research in agriculture, applied research and transformation of scientific and technological achievements. The Academy has been able to achieve fruitful results in the fields of cereals, cash crops, animal husbandry, aquaculture, forestry and herbal industry. It has won more than 100 scientific and technological awards, including the grand prize and the main prize of national scientific and technological progress. The institution actively promotes the development of agriculture in Shandong and makes important contributions to increasing agricultural production and improving the quality and efficiency in Shandong.
Shandong Academy of Agricultural Sciences has a total of 48,000 units of germplasm of cereal crops, cash crops, green fertiliser and pasture, medicinal plants, vegetables, etc., and more than 60,000 stable genetic materials, with a total of 108,000 copies. The library fund of the academy is 500,000 books and manuscripts, and includes 2 electronic databases with foreign and Chinese scientific literature.
The Shandong Academy of Agricultural Sciences has developed new varieties of peanut, corn, rice, vegetables and other production technologies that are highly efficient and disease resistant, water-saving and drought-resistant, and high yield and efficiency, providing strong technical support for agricultural production in Shandong. New wheat varieties such as Jiamai 52, Jiamai 117 and Qihuang 39 were developed, with a total expansion area of more than 150 million mu and grain production increased by more than 10 million tonnes. New superior soybean varieties Qihuang 36, Qihuang 35, Qihuang 34 and others have been developed, with the total area of expansion exceeding 60 million mu and soybean production increased by more than 20 million tonnes.
Shandong Academy of Agricultural Sciences has 2030 staff members, of whom 859 have higher professional education and 742 are PhDs. The academy has 1 academician of Chinese Academy of Engineering Sciences, 3 people are members of «Ten Thousand Talents» national programme, 4 people are winners of «Bai Qian Wan Talent Project» national programme, 8 people are outstanding agricultural scientists, 40 people are members of Taishan Programme of Shandong Province, 19 people are young experts who have made outstanding contributions to the development of the province, and 88 experts enjoy special subsidies from the State Council. The academy has 10 state-owned research platforms, including national key laboratories, national engineering centres, national agricultural genetic engineering technology centres and national repositories of wild animal and plant genetic resources, as well as more than 40 provincial and ministerial-level research platforms.
The Shandong Academy of Agricultural Sciences has established scientific and technical cooperation with more than 10 international organizations such as the International Maize and Wheat Improvement Centre and the International Crops Research Institute for the Semi-Arid Tropics, as well as with research institutes and higher education institutions in more than 60 countries and regions. Established 23 joint laboratories with research institutions in Russia, Japan, Indonesia, the United Kingdom, Germany and other countries, as well as with international organisations such as the International Crops Research Institute for the Semi-Arid Tropics, the European Union Commission for Drug Sensitivity Testing and the East Asia Centre of the International Centre for Biological Applications; and established six joint research and development centres with research institutions.
In February 2015, it was awarded the honorary title of «Fourth National Cultural Organisation» by the Central Steering Committee for Building Spiritual Civilization. In May 2022, Shandong Academy of Agricultural Sciences was selected as the 90th base of the «Educational Spirit of 2022». The recognition included Chairman Mao Zedong’s visit to the institute’s memorial square, the academy’s exhibition hall and the exhibition hall of the national key laboratory. On 29 November 2022, Shandong Academy of Agricultural Sciences was selected as the first group of national bases of complementary science education recognised by the China Association of Science and Technology for the period from 2021 to 2025.

Peng Lizeng, born in 1976, PhD, researcher, leading talent of Shandong Academy of Agricultural Sciences, Director of Programmes including programmes of State Key Laboratory of Chinese Medicine Quality Research, Macau University of Science and Technology.
Peng Lizeng is the founding member of Jinan Asia Pharma Tech Co., Ltd. Dr Peng Lizeng has been engaged in the development and production of chemical pharmaceutical raw materials, natural drug formulation, functional product development, and biomedical service platforms, talent introduction and training since the beginning of his career. He led and participated in the research and development of more than ten new drugs such as pharopenem sodium, sevoflurane, tirofiban, etc., and obtained a number of new drug approvals based on the research results, and six of them were listed as China’s drugs for the first time or exclusively. He has led and successfully completed 2 national-level R&D projects and 1 national-level construction project, 3 provincial-level science and technology projects, 2 municipal-level science and technology development projects, and more than 10 technology innovation projects in Shandong Province, with project funding of about ten million RMB. As the main author, he has authored 55 patents (including 35 invention patents); published 51 papers in important scientific journals at home and abroad. He has received more than 10 national, provincial and municipal awards for scientific and technological progress, including two national second-degree awards. He was awarded the medal of «Celebrating the 70th Anniversary of the Founding of the People’s Republic of China», the leading talent of science and technology entrepreneurship under the National «Ten Thousand People» Plan, the leading talent under the National High-level Talent Special Support Plan, the leading talent of the Science and Technology Innovation and Entrepreneurial Talent Development Plan of the National Ministry of Science and Technology, the leading talent of the Taishan industry, the young and middle-aged professional with outstanding contribution to Shandong, awarded the China Science and Technology Talent Award.
For many years, Dr Peng Lizheng has adhered to the path of technological innovation and green development at the head of his R&D team. The enterprise he established has been recognised as a national high-tech enterprise, a national specialised small giant enterprise, a provincial gazelle enterprise, a health care brand 2020 «Jinan Influence». He has published 51 articles in scientific journals respected at home and abroad. He won the National Science and Technology Progress Award of the second degree twice, the China Patent Excellence Award twice, the Shandong Science and Technology Progress Award of the first and third degree once, the Linyi Science and Technology Progress Award of the first, second and third degree once, the Linyi Science and Technology Invention Award of the second and third degree once, and the ninth China Invention and Entrepreneurship Award of Personal Honour, Gold Medal at the International Exhibition of Patent Inventions, Innovations and New Technologies in North Macedonia, Silver Medal at the 26th Archimedes International Exhibition of Inventions and New Technologies in Moscow, Individual Award for Innovation and Promotion of Cooperation between Industry and Universities and Scientific Institutions in China, Golden Bridge Award of China Technology Market Association, First Prize of the Ninth Shandong Invention and Entrepreneurship Award, Tenth Shandong Youth Science and Technology Award, and First Prize of the Tenth Shandong Youth Science and Technology Award.
